App Store Gift Card Payment

Basically, I bought a 15$ Gift card for an app that is 14.99$

and it doesn’t allow me to download and keeps asking for me to add card info as it’s insufficient balance. Why is it saying this

Check the tax rate in your area. If it isn't that, nobody on these boards will know; click here and ask Apple Support.
