can i rearrange the order of photos that are within the hidden folder

In spite of the phrase, Hidden isn't a folder or an album. The Hidden view is a list of all the pictures you've marked as Hidden, and its order can't be changed.

You can, however, make a Smart Album with "Photo is Hidden" and, since this actually is an album, you can sort it as you please. The album will also be locked like the Hidden view is. However, like other Smart Albums, it won't work on an iPhone or iPad.
