Apple ID permanently disabled and cannot transfer the purchase to the new account

I recently had my Apple account permanently disabled, and Apple suggested I create a new one. Despite using my old account for 10 years and having tons of purchased apps, Apple told me they can't transfer my purchases to the new account. They kept telling me to contact the app developers individually, which seems unreasonable since I’ve bought dozens of apps. I even asked for a refund so I could repurchase the apps on my new account, but they said no to that too. 


It’s really frustrating how they’re passing the buck to the developers instead of resolving the issue since the issue is about the apple ID.


If anyone faces this issue and have a solution, please do let me know.


p.s. I tired family sharing, it doesn’t work stil…
