Cannot Update iOS 18 to the iPad Pro 13”

I have iOS 17.7 installed. When I will try to upgrade iOS 18, it will download normally installation file. Then when it start to do backup, it will say: ”Recovery cannot be done and also iPad OS18 is not in use. Try again later”.

See picture, Finnish language in use for iPad. Have rebooted iPad, no effect. I have free storage 200.21GB on iPad, so storage should not be the problem.

Because of this problem, installed 17.7 yesterday successfully without any problems. Only iPad OS 18 will not install.

The IPadOS 18 update has been pulled by Apple, yesterday 9/17/24. The update was "bricking" many users Ipads, rendering them unusable, and needing to be replaced. I currently have a brand new current gen Ipad Pro that I can't activate because of this issue.

Until they amend the issue causing the error and push the new update you will not be able to verify the update and install it.

I am in the same predicament as you. New Ipads seem to only have IPadOS 18 available. Until Apple releases an amendment to fix the update, your Ipad will be unusable. This is a known issue, and I can only assume Apple is working as quickly as possible to fix it.

Unless recommended otherwise by tech support or you simply don't want to wait for the update. You should be fine to hold on to your current Ipad and simply wait for the update.
