just got 2 new iphone 15 pro max and one of has the following issue. when a call comes in it goes to voice mail.

Contact your carrier regarding the phone that goes directly to voicemail, because it is your carrier that is telling the phone to do this.
The first thing that your carrier will do is ask you to power off the phone, wait a minute, then power it back up again. So, if you have not already done this, now would be a good time.
