Reset 2017 iMac intel based
My 2017 iMac is running very slow. Can I restore it back to like new and get rid of the junk.

Yes you can do that by follow the directions,
at > What to do before you sell, give away, trade in, or recycle your Mac - Apple Support
Then start up and use your same user ID when prompted by the Setup.
An easier way to find out what is wrong without going to that extreme.
