It's not gonna be available this year due to EU enforcing DMA. It's coming eventually, together with AI which also won't come this year to Europe, but what you can do now already is to sign in to the Mac App Store with an non-european account. That's already enough to let you use iPhone Mirroring.
You might want to check whether your Mac, iPhone, and configuration meet the system requirements for the new feature. I don't see any mention of a geographical restriction, but there are many other requirements.

The requirements doc you linked, explicitly states at the bottom: "If iPhone Mirroring is not available in your country or region, iPhone Mirroring tells you that it's unable to connect to your iPhone for that reason."
There is the geographical restriction. :-(
Complain to your government.
Sorry but is not the government to complain, but the company that want to operate on a territory asking the same money for inferior services.
Companies can't rule the world.
Europe forced apple to do some modifications on their iPhones and iOS in the Europe that they didn't liked so in response they block features that peoples likes the most like apple intelligence (in most countries) and iPhone mirroring is part of those features that has been disabled in EU
Apple's market dominance in EU has reached what EU calls Gate Keeper Level. This means that Apple must open up so others get a fair chance to work with Apple software and hardwade. I guess iPhone Mirroring is such an interoperability feature. Apple has instead chosen to drop the feature. Likely it is simple to do when engineers work in the same company, but the challenge goes up a level when it needs to become a standard.
EU is making the rules which makes it unfeasible, in the short term, for Apple to bring the features to EU. Apple may find it wise to see if the features become popular elsewhere first, before entering standards negotiations for implementing them in an open manner.

You're mistaken. In light of recent news, namely another multi-billion dollar fine due to the EU's vague regulations, they unfortunately made the sound decision not to risk 10% of their global revenue just because of one feature. The EU is solely to blame. As much as it may seem, not even Apple is above the law.

How does that make any sense? Once again the EU being overly regulative.
From this article it means that to have the feature in EU, Apple should make the feature open. Perhaps "Android Mirroring" too.

Apple Messages and Android is only just beginning now, and that is a major feature. Phone Mirroring is a minor curiosity.

Actually, the article says “lanceres i USA” (launches in the USA). In all European versions of that article states the same thing: In the USA
