One has to ask why Apple keep doing things that are time wasting for users?
I use keychain access a fair amount and do not want to go looking in libraries for things that have been in Utilities for years.

I think the same thing. Anyone who is using the "Secure Notes" feature of Keychain Access should probably move their notes elsewhere, or at least make a backup.
Then Apple can port the iOS-style certificate management over to macOS and a lot of problems will go away.

Seriously, doubt Apple with Remove the Password Application in macOS 15 nor the Password App in iOS 18 either
IMHO - They very seldom reverse such features
