Tried to scroll using spacebar, cursors, etc. but can’t get the page to scroll. Others seem to have the same problem, but the answers are no longer posted.

Never mind. Calvin at Apple Support said it’s a bug in later Macs. Skip trying to link your new MacBook to your iCloud account. Then you can agree with the T&Cs. Add your iCloud account in settings. Easy peasy.
