How do I reject the icloud terms and conditions?

I can either accept, or cancel and for ever be bothered by the popup that will not go away. I do not accept the terms and conditions, because I don't use icloud. I do not want to use icloud. How do I make the popup asking my to accept the terms and conditions go away and not come back. Where is the reject option? How do I reject this, or will apple force me into accepting under duress? I don't want to cancel the popup or agree to the terms.
