All I had to do to fix this is to go to "Settings->Cellular" find the section with Carrier options and click on "Network Selection" and make sure "Automatic" is selected (green Toggle).
After iOS18 update mine had Automatic Disabled and phone was thinking there are no carrier services available and was only showing SOS Satellite calling option.
Also if you haven’t converted your physical SIM to eSIM you will get the SOS problem after this update. Go to cellular settings and click convert to eSIM
Turn off cellular data, turn off wifi, turn off airplane mode. Keep off for 20 sec the. Turn everything back on but wifi last. Check if imessages work before turning on wifi
