Using the Apple Watch app on my iPhone, in the Sleep section, the asleep Apnea part is greyed out and it says “This feature is no longer available in your region”. I am in the UK and my phone and watch are both set to UK as location. How do I correct this please?

I'm happy to report that I had this exact issue and fixed it. I upgraded from a Watch 6 to a Watch 10 today. I paired the 10 and then had this issue. I decided to try un-pairing both watches and then re-pairing the 10. This fixed it.

I have managed to get it working fine now - I had to completely unpair the watch, and then re-pair it. Hopefully this will work for you too
Where did you buy your Apple Watch 10? The watchOS is country specific, so if you bought it in a country that does not support this feature, it will not work on this device, no matter which country settings you choose in the settings.
This happened to me when upgrading from Watch series 5 to Watch series 10. First I backed up my iPhone 12 mini to save the data from the watch 5. I then unpaired the watch 5, paired the watch 10 and chose the existing recent backup. Sleap apnea was greyed out. Made another backup on my iphone, now with the watch 10 paired, then unpaired and paired again. Now choosing the latest backup from watch 10. That worked for me.
I received my Series10 watch today and was setting it up to work with my iPhone 15 Pro Max and that had the Apnea issue. I updated the watch software to 11.01 and it started working.
Honestly, I just unpaired and then re-paired it, and it fixed the issue for me - no need to restore from backup.
Perhaps someone else will have idea, but doing a bit of research this issue has also appeared for other users in other countries, and at least one person reported that Apple Support has escalated the issue. So you may need to wait until Apple sorts this out and, quite probably, issues a minor update to correct the problem.

is the watch or the iPhone on the beta version by any chance (watchOS 11.1 or iOS 18.1 ) ?
if the iPhone is on Beta you can rollback to the official 18.0, if the watch in the other hand on 11.1 you need to mail it to apple for rollback or wait for the official 11.1 release.
It certainly should be available. Have you tried restarting your Watch?
If you unpair and re-pair, it should work as mine was the same. I even re-pair using the exact same backup but do that and it should work.. at least in the UK

The problem is most likely NOT your phone and watch... I also have the 16 pro max and watch 10 and it's not available. I'm 93.7% sure it's a software thing. With so many people having the same issue, APPLE will soon address it...

I’m in the UK and mine appears to be working at the moment so it appears this is an issue effecting some watch Series 10 users and not others which is interesting. Might be an issue on certain iPhones? Mine is iPhone 13
Can I just add - same for me in the UK. Series 10 (Watch 0S 11) and iPhone 16 Pro (os 18.0) - sleep apnea: "This feature is no longer available in your region."
The kicker, is that my wife has an iPhone 13 Mini, and Series 10 watch and hers is working fine. She didn't want to swap phones with me...
