I don’t have access to the Private Tab

I opened my safari yesterday 9/21 and noticed my private browsing tab was missing. I went to settings and clicked on screen time like many others had suggested, when I looked up how to fix this. Even though I have turned off the Content & Privacy Restrictions, there is still one private browsing tab. How else am I supposed to get it back? Please somebody help. (Already tried restarting my phone)
