Private tabs not available in Safari

You can follow this guide: Browse the web privately in Safari on iPad - Apple Support

If you’re not seeing the Private option in Safari, try going to Settings > Screen Time and turning off Content & Privacy Restrictions. After restarting Safari, you should be able to find the Private mode.
