To clear up what was being said in another post which I think was using old terminology which was confusing. Apple recently changed from calling an account an "Apple ID" to calling it an "Apple Account." That was to clear up what has always been confusing usage where "Apple ID" has always been the email address you use to log into an account, but has also been used by some to refer to the entire account itself. Now an Apple ID only refers to the email address. That is what you say you want to change, so you are changing the Apple ID.

Yes, that can happen when you make the mistake of creating a brand new account with a new email address instead of simply changing the address on the old account using the methods I provided. Apps bought with one account cannot be transferred to the other. If that is your situation you have various options:

1) Continue to use both accounts and set up Family Sharing with yourself and hope the apps can be shared between the accounts.

2) Use yet another email address to put a hold on your first account while you remove the new address from it, then after 30 days you can use it for the old account.

- If you remove an email address from your Apple Account, it can’t be associated with another Apple Account for 30 days for security reasons.

3) Create a new email account and decide to use that as your Apple ID for the old account instead. Do it properly this time.

See how to change the email address associated with your Apple ID here —> Change your Apple Account primary email address - Apple Support

Note: Your Apple ID will be what it’s always been. This changes the email address for the ID. If for example your Apple is (for example): johhnyq@gmail.com, you can change the email address associated with that ID, but the ID will ALWAYS be johnnyq@gmail.com
