I have the same problem. Question for you - do you have any Rogue Amoeba apps installed that use their ARK plugin? For example SoundSource, Loopback or Elgato Wave Link?
It appears to be an issue with coreaudiod and ARK. Force quitting coreaudiod in Activity Monitor unsticks video playback, but then you have no system audio (but you still get volume change feedback boops for some reason). Quitting SoundSource then restores audio to the system.

I've contacted Rogue Amoeba support and supplied logs. They have me currently testing a development build to see if it prevents the problem happening. I will report back.
