I wonder if I safety copy my messages to iCloud, and then delete the conversation from my phone, will i still be able to retrive it later if needed and activate it later from the safety copy or does it delete from that to or only on the phone?

You can't copy messages to iCloud. You can only sync them. And that means, when you delete them from the phone, they are deleted from iCloud (and any other synced device), too.
If you want to make archives of your messages, you can use an application such as TouchCopy or iMazing on your computer to make pdf or text files of your messages.
