I have tried using the power button, as well as the power button + volume button, but it will only go to sleep and not power off. Apple logo does not appear, even when plugged in. Was fine until I did the latest update.

Try force-restarting the iPad:
If that gets to the Apple logo or a colored blanks screen, post back and we'll go from there. If the iPad still fails to start up at all and you're sure the iPad is charged, you may need to contact Apple Support or take the iPad to an Apple Store or authorized service center for assistance.

If you are experiencing difficulty shutting down using the iPad's physical buttons, perhaps the easiest way to fully shut-down the iPad is from iPad settings:
Settings > General > Shut Down
If you have updated your iPad to iPadOS 18, you can now also trigger the Shut Down screen from the Control Centre:
