You cannot, the Apple Watch you purchased from someone is Activation Locked, and makes it unusable.
There is nothing you can do now. You can try to ask the seller for a refund, but you won’t like the answer, you may even get no answer at all.
Don’t buy Apple products from people you don’t know, you should only ever buy from an Apple Store or Apple Authorized Retailer.
