I downloaded an app for a tv remote. It offered me a 3 day free trial that I got and I was immediately charged $40. I do NOT have $40 and immediately canceled the subscription. Please fix this. Now I can’t download any apps.

If you have an unpaid balance, Apple will want you to pay that before you can continue to use the App Store.
You can try requesting a refund, but forgetting to cancel your subscription is usually not a valid reason for a refund. When you signed up for the trial, you were also agreeing to the subscription.

According to Apple, If you signed up for a free or discounted trial subscription and you don't want to renew it, cancel it at least 24 hours before the trial ends.

I understand that you didn’t forget to cancel your subscription, but once your free trial ends, it will become a subscription. Next time, cancel at least 24 hours before the trial ends, or you’ll be billed on a recurring basis for the subscription.
