If it's in the same location as in Monterey (which is the forum you posted in): Safari -> Preferences -> Privacy. The cookie settings are in the "advanced" section of that tab.

If you need additional help, post in the Sequoia forum. macOS Monterey won't run Safari 18, so what applies here may not apply to your system.
