Can't use Apple Intelligence and Siri settings on my iPhone 16 Pro Max

I can’t use apple Intelligence and Siri on my new iPhone 16 pro max even that option don’t show in the settings so that I can setup the settings by myself.

No one can use them yet. They haven't been released. Apple was very clear at launch that Apple Intelligence will be coming later this fall.
