Can you setup apple pay without a card

I have apple pay but i’ve been looking to get it for my son so I can be sending him money when he goes out with his friends but when we were setting it up i couldn’t set it up because he doesn’t have a card please help me find a way to set this up without a card or give me some suggestions on cards
