Iphone 14 stolen either by Fedex or was not packed at all

I ordered an iPhone 14 as a gift before deploying, long story short after the delivery got delayed multiple days the package came in empty. Neither Apple nor FedEx want to refund me. FedEx says their contract is with the shipper only, while Apple is ignoring everything I say. I can't believe something like this can happen and everyone keeps on playing like nothing happened. Can someone help me or direct me, what should I do?
