Unable to add any cards to wallet

I reported my iPhone 11 lost about a month ago, and deactivated Apple Pay on it. (I lost it in the sea, it wasn't stolen).

I subsequently bought a new iPhone 14. Now I'm unable to add any credit/debit cards to the wallet. Every time I try, I get the following useless popup, but no way to actually add the card. Not sure if this is relevant, but I had lost my old iPhone & bought my replacement iPhone in India. I am now back in Australia. I had plenty of cards on my old iPhone wallet. Now I'm unable to add any to my new iPhone Wallet. This is very annoying.
