I want help to log in to my apple id without phone number

Hi, i got an issue in my iphone 8 plus and ended up performing an factory reset, i backed up all my data regularly and its saved in my icloud id, when i started the setup they asked me to recover my icloud data through my id, i entered my id and password then they asked me for 2fa verification i didn’t got any code maybe because i don’t have that number, then i tapped on did not get a verification code and they asked me to send an sms or use your recovery key i don’t know what my recovery key is and I didn’t even know that there is an recovery key otherwise i would’ve saved it somewhere, i searched on the internet about it and found out that i have to request an account recovery then i saw that i have to reset my password first then i can request an account recovery i tried to reset my password and they asked me my id and phone number i entered the phone number they asked me to enter, then an error accured saying “This action could not be completed” now i don’t know how i can recover my id and get back my data, Please Help.
