Can’t send videos through iMessage. Get a message saying iMessage must be enabled but it already is

I can’t send videos and photos in the same iMessage but must send the videos separate m. I get a message saying iMessage must be enabled but it it already is in the on position when I check. I’ve tried turning it off then back on but nothing changes
