iPhone16 is stuck on "Waiting for Other iPhone" screen

I'm switching from my iPhone 13 to a new 16 Plus. I got as far as the "Waiting on Other iPhone" but the frame I'm supposed to hold up to my old phone just flashes and I'm completely stuck with the screen and that undulating blue mass! I hear pings and things - but cannot get to an active screen as my old data isn't finished being transferred! HELP!!STUCK SCREEN - FLASHES NEEDED FRAME
