I am randomly getting blue borders on my iphone 13 after the recent latest update v18.0.1
this is so irritating, they go away after killing the app but comes back randomly

It could be early signs of the display eventually failing. I would suggest call up Apple support immediately
It could be early signs of the display eventually failing. For the last couple of years with every major update there have been display failures, that is why it’s not safe anymore to update to the latest version even if it’s IOS.
Always do a google search before updating to any new iOS versions
