This was a problem before software update last night, but not corrected.
Both font selection, and color selections for text &/or background of text, missing from toolbar, and not in optional add-ons. How can I get them back?

I suggest you restart the Mac in safe mode and see if the problem exists there as well.
Safe mode will often correct weird software behavior by forcing the OS to do disk repair, clear caches and other housekeeping and disables acceleration and third-party mods. When you're in safe boot, the machine won’t be at its best performance, especially with graphics, but that's expected.

Does the same thing happen while in Safe mode?
You can exit safe mode by restarting your Mac normally.
You might also login to another user account on the Mac to see if the problem is the same with that user. You may have to create another user by going to System Settings > Users and Groups > Add account...
If the problem does not exist in the other user account, that indicates the problem is within your account and not necessarily the installed OS.

FOUND IT!! IT APPEARED ONCE I CLICKED ON THE ICON WITH SMALL LETTER & BIG LETTER! Just didn't know how to describe it.
Hope it will stay now, and no idea why it disappeared.
It just occurred to me that the "toolbar" that is missing in my Mail is NOT across the top, but the options that were available after the to: cc: bcc: top, middle, in an email, which included font choice, and colors for text, and highlight text. Sorry I said in the toolbar. Trying to find an example but can't, but really used it a LOT.
Thank you so much anyway!!! Obviously had had the problem for a while, & then when I realized I had not described it correctly, did come back and reply. Believe me, it was an accident that I discovered it. Good feeling, but IMO should not have been that hard to find solution.
