MacBook keeps requesting a sign in to my brother's Apple ID every time I log in

This issue has been happening for a while but I just keep ignoring it but it's driving me insane. Every time I restart or log in to my computer I get a pop-up that requests I sign in to my Apple ID/iCloud account, but the account's email that pops up is my brother's, not mine. My computer is set up with my Apple ID and works perfectly fine and when I click "cancel" on the pop-up it does go away (until I log in/restart again). When I try to see who is all logged in on my computer I am the only one that pops up. I have had my brother log out of his Apple ID on my computer in the past but that did not stop this issue. How do I stop this prompt for good?

Here is what your brother should have done prior to giving you the laptop:

What to do before you sell, give away, trade in, or recycle your Mac - Apple Support


Any apps your brother installed from the App Store will prompt you for your brother's AppleID when those apps have updates available to install since they are associated with his account. With M-series Macs, it is important to perform the steps in the article I linked when transferring to another person due to the new concept of "Ownership". At some point down the road you may encounter a situation where your admin user account may not be enough for authenticating to the secure enclave chip. If that occurs, you may need to destroy all the data on the internal SSD by performing a DFU firmware Restore in order to get the M-series Mac working again (it may be impossible at that point to recover any data before the DFU firmware Restore so I hope you have good frequent & regular backups).
