Did you buy a used iPhone? If you did, that phone was reported as LOST and erased. ONLY the person who originally set up the phone can unlock it. If you don't know them or can't reach them, the phone is totally, utterly useless to you. Apple won't help you. We can't help you. Get your money back or if you can't, recycle the phone responsibly. It is a useless brick to you.
