When I open Voice memos I find a message that tells me that now I can have the automatic TRANSCRIPT of a memo. But then if I click on the 3 dots or in EDIT I don't find it. I have the last updated iOS version, iPhone SE2020 and I recorded inItalian.

Tap on the waveform icon (the group of vertical lines) at the bottom left.

You're still tapping on the three dots. Don't do that.
I did leave out a step. Once you tap on the wave form, on the next screen, you'll need to tap on the conversation bubble icon in the lower left.
I confirm. I change the default language setting to English and the transcript option appeared!
It looks like you tapped on the three dots and then on "Edit". Don't go that far. Just tap on the recording in the "All Recordings screen:
The article doesn't say it but other people on the internet have said it only works if the phone is set to English. Is yours?
Update from iOS 18.0.1 to 18.1.1 and see if there is an improvement.
Can you post a screenshot of what you see?

Honestly, I think it's time for you to either visit your local Apple Store or enlist the aid of a friend or family member who is familiar with iPhones. I can see exactly what you're doing wrong but am apparently unable to explain it to you properly. If I were standing next to you, it would be very easy.

thanks, and your instructions are very clear, but they are just not working. I am 100% NOT tapping the three dots. I am 100% tapping the wave form. I am in the US, default language is English, and I have an M1 chip on Mac. There is absolutely NO OPTION to view the transcript. There is NO conversation bubble.
Apple has a bug.
I replied with a video. I AM NOT CLICKING THE THREE DOTS... I own iPhone since iphone4.... Apple removed my comment with the video so I have no way of showing you that I am clicking the waveform
Same here (in France), I don't have the Transcript bubble. I will try to set the iPhone in English language to see if it changes anything
It is... but I am in Italy and the audio I recorded is inItalian. I tested recording in English but .. no changes. My interface is different from the one in the photo.. as if the vision of the software is different.But I have iOS 18.0.1
I'm having the same problem. Just upgraded ios and when I opened voice memos it said one of the new features was transcription. But when I record a memo, it's not an option (regardless of what I tap, swipe or otherwise attempt). Settings are English. Frustrating.
