I have a MacBook Pro “MacBookPro15,6”, ever since I made the switch to Apple Silicon I have been unable to use Macs Fan Control reliably as when the fan speed goes down to 0 RPM all control is lost and MacOS takes over controlling the fans until the computer heats up more then I can control the fans again. Uninstall that version and download the latest from > https://crystalidea.com/macs-fan-control
Then setup the Sensor-Based value on the CPU PECI with the fan speed increasing at 130F/54C and the Max at 185F/85C.
If that doesn't work properly, then uninstall MacFanControl and let the MacBookPro handle its own fans.

If you have an M3 processor you need to download v1.5.17. This will allow you to see sensors

The Min or Default is 2317rpm and the Current should never be lower than the Min.
What happens if you select Sensor-based value instead of Constant value of...?
Then select one of the sensors, for example the CPU Core Average or the Power Manager Die.
No, it still fails to control the fans when they drop below 0 RPM.
At this point, you need to reach out to MacFanControl Support for help and to report the problem.
At this point can you give MacFanControl some support and tell them what happened while you update your OS to v15?
Having the same issue on an M3 Pro with the latest macOS and fan control software. It works flawlessly on Intel-based Macs, but something seems to have broken with Apple Silicon. The temperature readings are accurate, but the fans refuse to spin.
Same problem here with MacBook Pro 14" M3 Max and Sonoma 14.7.1
Tried latest version of Macs fan Control and iStat Menus (paid version) and no speed value is received and no manual control at all on the fans.
Failed. No such option CPU PECI.

Thank you but its a pitty that although upon v1.5.17 i can see more sensors but the fan still does not act as expected (at 0 rpm as usual).

Always 0 rpm until mac turn on the fan itself.
MacFanControl is working fine on my Intel and Silicon Desktop Mac's running macOS 15 Sequoia.
The problem seems to be, that it is not working correctly on the Silicone MacBook Pro's.
