If Face ID Fails, PIN Code Fails also-Feature or Bug???

I have the iPhone 15 Pro with the newest updates. I have several apps set to open using Face ID. (Long click the app icon and then select "require face ID"). This is great until my face ID fails. After 5 failed attempts it asks for the PIN. Unfortunately the PIN does nothing! The correct PIN will just take you back to requiring face ID and you can never open this app. This seem like a bug. Why ask for the PIN at all? There should be a work around for a failed face ID. Lets say you are in a crash and your face is beat up and bloody. You can't use your phone???
