Face ID only works occasionally

I have an iPhone 11 Max Pro and in the last few weeks/months Face ID has failed to work with certain apps and phone security functions. For example, it has stopped working for my wallet and Venmo. Although, it just worked to create an account here using my phone's passkey function. I cannot determine a reason behind what function it works with and does not. I get no error message, only the option to try again, and then no option after. I have read previous community discussions and followed what steps I could (turning the phone on/off, making sure the software is updated, etc).

In a hilarious twist of irony, I cannot reset my Face ID or add an alternative face because the phone requires Face ID to allow access to those options and it chooses not to work. That is extremely bothersome because it will not give me a follow-up option for using my PIN. What if I broke my camera? Why is my PIN, not an option when I have to use the PIN to access the Face ID section to begin with? Talk about a glaring flaw in the logic. I need the one thing not working to change the one thing that's not working.

I am down to factory reset if there are no suggestions here.
