If all you're trying to do is log in, that's almost certainly an error with the system you're trying to access and not with your own device. You can try a different web browser and see if perhaps it's something with the site's coding that just doesn't work correctly with a given browser, but most likely you'll need to contact the site's support resources.
If you're trying to upload a file to them, then the file is too large for what the site can handle.
