We can assume since the Author was with Sprint (now T-Mobile), they are in the US and in the US NO major carriers support 3g service anymore. Thus an iPhone 4s will not be able to make or receive phone calls. There may other countries in the world where 3g has not been shuttered, but in the US it has.
If you mean cellular / mobile calls, then: maybe, if you can find a service provider that still supports the networks it can use. 3g / 2g Edge.
Your carrier is the SIM card provider. If you have a SIM card from T-Mobile, then that’s your carrier.
Also, Sprint was bought out by T-Mobile, so they are your carrier now regardless.
With that said, my previous answer still stands. There is no network available from T-Mobile now that is compatible with the the iPhone 4s.
Contact your service provider if they still have an active 3G network. If not find a provider with 3G support. Unfortunately once 3G is fully disabled you will no longer be able to make phone calls.

But, you can call T-Mobile, which has taken over Sprint.
T-Mobile will tell you that your phone will not work with their service.
Contact your carrier and ask them if your phone will work with their service.
