No, custom keyboards cannot be ordered from Apple. You can select from the available keyboard languages when ordering online.

Apple doesn´t make Macbooks with Ukrainian keyboards. For custom engraving, you need to contact stores in your country which do that kind of thing directly yourself. Nobody in these forums would have such info.
Apple does sell separate Ukrainian keyboards, in case that is usefulÑ
