Can I recover permanently deleted pictures and videos from hidden album

When you delete a photo from your Hidden album, the photo goes into the Recently Deleted folder for 30 days just like any other photo deleted. If deleted from the Recently Deleted folder before that time, then you are met with the warning that continuing with that action will result it them being permanently deleted. Once that is done, they are gone for good.
