Cellular data; can't activate/deactivate it for any apps. iOS 18, Intune

Cellular data; can't activate/deactivate it for any apps.

When accessing Setting-cellular data, I can't change the on/off switch for any apps. It goes back to the previous state as soon as I get out of settings. It's not greyed out like when the Screen time is off for cellular data. I can change the state but it's not saved when exiting. We have this behavior since iOS18. We are under Microsoft Intune to manage our devices.
