I’ve been trying to find a way to make all apps silent, but keep selected calls and texts audible. I don’t want my apps to make noise in silent or focus modes, but I do want my mother and partner to be able to contact me, and have that be the only thing that makes sounds, even if I’m watching a video or game. Is this possible as it is on my old androids?

Do these steps ONCE:
All of the above is a one-time setup. After that, turn DND on or off with a quick tap on the Control Center DND button (circled in green below). You can optionally set one or more schedules by going to:
Settings/Focus/Do Not Disturb/Set a Schedule.

So, I think that I have found a work around. If you swipe down the control panel and pull the volume slider down to mute without changing the volume buttons on the side it doesn’t appear to mute the calls or messages.
This didn’t stop apps playing sounds. Which ment while reading I’d suddenly get an ad yelling at me in the middle of the night.

Then either you haven't set it up properly (there is a learning curve) or you don't have it enabled.
