I Oder some items off an app an I guess I didn’t have all the funds in my bank account. So now it’s saying my apple account is in negatives. Now I can’t download any apps until it’s paid

That is correct, you cannot use the App Store if you owe from a previous purchase. You may need to add money to your Apple Account if your payment method has been deemed invalid now. Go to Settings > [name on top] > Media & Purchases > View Account > Purchases, and you should see the charges that failed in red. Tap on that charge and you should be given the option to pay for them with your Apple Account that should now have money in it.
