My iPhone in USA on a Japanese IP adress

Getting Other Languages With WiFi:

A. Disable a VPN:

Are you using a VPN? If so, disconnect from it.

B. Change the Default Language:

Seems you may need to change the default language to English: Change the Language on your iPhone or iPad - Apple Support

C. Contact your Carrier:

Being this occurs simultaneously, contact your Carrier, and see about getting a new SIM card. It is what configures everything.
