Background app refresh not working

Why are you clearing running apps? Unless an app is misbehaving, there's no technical reason to do that. It doesn't save battery life. In fact, it may actually use more battery when the phone has to re-launch the app instead of just un-spending it.

That should have said "un-suspending it."
