why some app doesn't show in background app refresh tab?

discord also do not show up on mine, it's the choice of app developers if they wish to support app refresh
you can request to the app developer that they change their app requesting that feature if they feel it makes sense for them to do they may Submit a request – Discord
I still get notifications on my devices when someone writes in servers I've added so unless you don't then app refresh may not be needed and if was a thing would just use your devices batt faster...
