How do I get a refund on a fraudulent charge?

A week or so ago, my debit card got flagged with a fraudulent charge (my debit card number got compromised). It was used to pay some sort of apple bill. Because it was not me or my account that made the charge, it doesn't show up on my account for me to request a refund from https://reportaproblem.apple.com/. I'm unable to report the problem through email or phone because everything leads me back to the report a problem page. Which, again, says I don't have any charges that are eligible for a refund.

Not sure who to call or what to do. The only information I have about the charge is that it was an apple bill pay from California of $200+ and I'd really like to ask for a refund for a charge that went through before my bank blocked my card.

Thanks!

Card fraud is typically dealt with by the card issuer, not any vendor who is making the sale in good faith. If Apple were to refund you for this, you would just be transferring the loss to Apple. Your financial institution should have ways of dealing with this so I would contact them again and speak with somebody who is a bit more experienced. Many institutions will cancel a charge to you if you report misuse in a timely manner.
