I’ve noticed that call forwarding isn’t even option in my phone even though it’s thanked through my cellular company. The icon doesn’t even exist. Anyone else having this issue?

You're looking in Settings -> Apps -> Phone and not seeing a "call forwarding" option there? If not, then unless just restarting the iPhone helps, this is probaby something you need to discuss with your cell carrier. Though they say they support call forwarding, they may need to provision, or re-provision, your account. Also, if your carrier supports conditional call forwarding when the line is busy or not in service, you'll need to contact them for setup information.
