I'm sure finding the redesigned Photos app full of challenges. Where in the app do I see my existing iCloud links? I see them in Photos on iCloud.com but I sure hope I don't have to go there.

Found it! At the top right hand corner of the photo app next to the button for Search, is your profile pic. Click on your profile pic and it will show you the “Shared with You” and “iCloud Links”.

You could access your iCloud Links in the Photos app on the iPad in iOS 17 in the "For You" pane, but Apple seems to have removed them completely from the app in iOS 18. Now you have to go to iCloud.com/photos on your browser.
What do you mean by seeing "existing iCloud links" in Photos? The photos you have in iCloud should just be in Photos on your iPad if iCloud Photos is enabled there.
I'm referring to the iCloud Links you make when you select photos, then tap the Share button, then choose Copy iCloud Link.
