App developer cancelled their app and says subscription refund must be from Apple, but no option to request?

I renewed an annual subscription for an app called Onward through the Apple App Store on 5/31/24. The app developer notified customers that they would be shutting down the app on 10/8/24. The notification email states that a refund must be requested from the Apple App Store. There is no option to request a refund for this app through Apple, which I suspect is due to the purchase date of the app being beyond a certain refund threshold. I have contacted the app developer’s customer service and they still state that the refund has to come from Apple. I went through the refund request process of manually reporting the issue to Apple on 10/13/24 and have received no response. Is there a customer service phone number for Apple for App Store refund issues?
